About the talk
Transatlantic trade policy has been through a turbulent period. It has seen new tariffs, a Supreme Court ruling striking down part of the US
tariff authority, a negotiated framework agreement, and a 15% ceiling now applied to most US tariffs on EU goods. Headlines often call this
“decoupling.” This talk asks whether that word is accurate.
Drawing on the latest trade, services and investment data, Florence Bouvet will examine what has actually changed: how much of the
relationship has genuinely shifted, and where.

taught economics for nearly twenty years in the Department of Economics at Sonoma State University (2007–2025), teaching courses ranging

focused on income inequality, political economy, and economic integration, and has resulted in eighteen peer-reviewed publications.
